Hello Akash

You are very early for thinking on next year GSoC, but I like that it does
not stop you.
You can contribute to pgRouting any time, no need to be on GSoC program.
It is my understanding that Minimum spanning tree and min cut have being
recently added to develop branch.
Don't let that stop you, there are many graph algorithms that can be
implemented.
the documentation of develop will be updated soon.
On the mean time, I suggest that you start reading the developers
documentation
https://docs.pgrouting.org/doxy/3.0/index.html
and meet us in gitter on pgrouting channel.
so you can start "experimenting" adding new functionality.
