[pgrouting-dev] PSC to approve PR from GSoC

Starting this year PSC needs to approve the PR from any GSoC students

About vrpRouting and possible security problems with python:
Manas work is experimental and can easily be "turned off" before the next
0.x release with

or_tools | N | N | N

on the configuration.conf file (and some handling with the pgtap tests)

So really there is no harm to include it
