[pgrouting-dev] OSGeo pgrouting-dev server

I've setup server on osgeo8 host pgrouting-dev
Which is an Ubuntu 22 server with docker installed.

As discussed in meeting, we can use this for pushing docker images either on
scheduled, with a github webhook (might need to set it up as a github hosted
runner for that).

We could also use it for some sort of demo purposes.

And have given both sudo and docker rights:

So for example on my computer, I log in as

ssh robe at osgeo8-pgrouting-dev
