No, pgRouting runs in a posgresql database. Postgresql is an open source 
database, it is free, just download a copy and your good to go.

If you have to use Oracle, you should be looking at using Oracle 
Spatial, of course there probably is a license fee for using that, but 
then you also have to pay a license fee for Oracle.

If you need help with postgresql and pgrouting we are happy to help. If 
you want more than list help, I and other are consultants and we would 
be happy to discuss some paid support. I have deploy Navteq data with 
pgrouting including supporting turn restrictions.
