Hmm, looking further, I see this note on the page:
“Multiverse” packages must be available as software sources. Currently packages for Ubuntu 10.04 to 12.04 are available.
I also see on this page:
https://launchpad.net/~georepublic/+archive/pgrouting
There's no package for quantal... . :) Oh well. So much for reading before jumping in... .

Doesn't work for me on 12.10, although I think I did it almost a year ago with ease on 12.04. Only osm2pgrouting shows up in the package list after apt-get update. For example, with gaul-devel--
sm at pp:~$ sudo apt-get install gaul-devel
Reading package lists... Done
Building dependency tree
Reading state information... Done
E: Unable to locate package gaul-devel
sm at pp:~$
Haven't tried a fresh install of 12.10 yet, but will be doing that this week.
