[pgrouting-users] Installation on Ubuntu

It's right that there are no packages for 12.10 on Launchpad yet.
(a 6 months release cycle is just long enough to forget how building
packages worked ;-)
But 12.04 is available and this is also the Ubuntu release used for OSGeo
LiveDVD.

I'm not sure I will have a time to complete 12.10 packages before 13.04 is
out, so I will probably build both at the same time.
