[pgrouting-users] Release of pgrouting v3.0.0-rc1

Hello all

You can find the v3.0.0-rc1 in [1].
- Some issues from the 3.0.0-beta and 3.0.0-alpha were fixed.
- Workaround to build on Centos 7 was added
- New documentation in Spanish

We thank the efforts of Martha Vergara Trejo that made the translation to
Spanish
