[Portugal] Upgrade QGis no Ubuntu

o fcgi.h veio da minha cabeca ja que eh a nomeclatura mais usada. Abaixo
tens todos os ficherios do package (o site rpmseek eh do melhor para
achar coisas)

Em principio deves ter o fastCGI todo instalado no /usr/include e
/usr/lib, portanto o QGIS deve conseguir detectar e funcionar sem problemas
