Claro que não.

Assim como as Instituições publicas ao fazer contratos de 3 e 4 anos de licenciamento, obviamente que não são livres de mudar, por melhores que sejam as propostas alternativas! E se alguém mesmo assim o tentar, bem que se arrisca a receber um "processo disciplinar"!!!
