*OSFA 2nd Annual Awards*

OSFA recently celebrated its second anniversary, and once again we will
recognize the individuals, projects and deployments that support our mission
to encourage free and open source software in the US government. Stay tuned
to find out how you can nominate your favorite person or project who has
contributed to open source adoption in government! We'll send out an email
later this week with more details.

*New OSFA website * <http://opensourceforamerica.org/>– The new site
has launched! Please visit <http://opensourceforamerica.org/register>
and create your login to begin contributing today. Major kudos to the
Infrastructure group
<http://opensourceforamerica.org/groups/infrastructure/> for this
extensive project!!

*An Open Farewell to Vivek Kundra
<http://opensourceforamerica.org/2011/08/farewell-vivek/>*Open Source
for America crafted an Open Farewell letter to Vivek Kundra, as a way
of thanking him for all he’s done for open source in the Federal
government. Add your comments, and we'll make sure he gets your
message!

*OSFA needs volunteers!*Open Source for America is a completely
volunteer-run organization. Are you a tech person interested in
helping support the website? Do you have marketing or PR experience
to help us communicate better with press and our membership? Are you
a policy wonk who enjoys diving into arcane government procurement
rules? If so, we need you! OSFA has various subcommittees, and all
of them could use your help. If you're interested in volunteering, or
learning more about volunteer opportunities with OSFA, contact Melanie
Chernoff at melaniechernoff at gmail.com.

*Open Technology Development: Lessons Learned & Best Practices for
Military Software*
<http://mil-oss.org/resources/books/open-technology-development>

The purpose of this document is to help U.S. government personnel and
contractors implement open technology development (OTD) for software within
government projects, particularly in defense.

OTD is an approach to software/system development in which developers in
different military, federal, commercial and possibly public organizations
can collaboratively develop and maintain software or a system in a
decentralized fashion. OTD depends on open standards and interfaces, open
source software and designs, collaborative and distributed online tools, and
technological agility. Download the full

Veterans Affairs Department has selected a Reston, Va. small business
to be the custodial agent managing open-source efforts to modernize
the department's longstanding electronic health record system. ... The
custodial agent is expected to play a major role in updating the
Veterans Health Information Systems Technology Architecture (VistA),
which is written in “MUMPS” computer code, VA officials have said. The
agent would manage an open source “ecosystem” of application
developers that will be involved in creating open source-coded
applications that would either replace or augment portions of VistA.
