Pedro, podes alterar o ficheiro ou comando que inicia o jetty... basta
acrescentar o argumento
-XX:MaxPermSize=256m

ou outro qualquer da jvm...

Por exemplo:
java -server -XX:MaxPermSize=256m -jar start.jar
