[Portugal] Launch of OpenWeatherMap.org

Viva Victor,

Os dados meteorológicos são referentes ao curto prazo, em particular esses
mapas pretendem representar o estado do tempo actual, não uma série
temporal. É em relação ao estudo do clima que se usa essa regra dos 30
anos. Clima = variação meteorológica ao longo de um período de tempo.

Na América Norte boa parte das estações meteorológicas usadas pelos
institutos  oficiais são propriedade de privados e os dados recolhidos são
públicos. Na Europa é o contrário, os insitutos meteorológicos têm as suas
próprias estações e as séries climáticas não estão no domínio público. Para
além da questão ética que isto levanta, o estado usar dinheiro dos
contribuintes para recolher dados que ficam guardados, em Portugal are até
há pouco tempo era mais barato adquirir uma estação meteorológica que
comprar uma série climática. Estes dados de privados são portanto bastante
importantes aqui pelos nossos lados.
