Commited and empty .c files added.

We should either change the main postgis makefile so it can (optionally) 
compile lwgeom, or put its own makefile in the lwgeom/ directory.

We could also have lwgeom create its own .so for total independence (or 
just stick more stuff in postgis.so)...
