[postgis-devel] ndims(geometry) && enforce_dims_<geom>

I've added a ndims(geometry) function and
a new constraint from AddGeometryColumn.

I'd also drop the automatic call to fix_geometry_columns()
at every AddGeometryColumn() invokation. It would speed
things up and for a 1.0 release I don't think we still
need it.
