[postgis-devel] README reduction (1.1.0 closeup call)

There's a lot of information duplication in postgis
sourcetree, which makes its maintainence harder.

What do you think about redirecting users to
the postgis manual ?

I'd start by trimming the README.postgis file
removing INSTALLATION, UPGRADING and USAGE.
