[postgis-devel] Fixed pgjdbc autoregistration

Hi,

The attached patch fixes the pgjdbc autoregistration with pgjdbc 8.0. It
seems that they renamed the file to driverconfig.properties during
prereleases, and that I missed this change. To avoid this kind of
mistake in the future, I added another regression test for this case,
and updated Documentation and Makefile accordingly.
