[postgis-devel] regression tests changes

I've simplified the regression test mechanism in 
the head branch.
Running make behaves as before (apart from an additional
test unit for LRS).

Internally, all tests are performed calling the ./run_test
script. The scripts avoid to create the regression database
multiple times. You can add tests providing <TESTNAME>.sql
and <TESTNAME>_expected.
