[postgis-devel] template database to allow non dba users create postgis databases

ok with me.

please remove the whole extras/debian (a currently maintained package
may be found on debian gis).
ok to add template_gis under extras. just please adjust the include
Makefile.config line in the template_gis/Makefile, to reflect the new
relative position.
