[postgis-devel] New PostgreSQL contains/contained-by operators

After discussion in pgsql-hackers Tom Lane committed a change to
PostgreSQL HEAD (8.2devel) to replace the contains (~) and contained-by
(@) operators with @> and <@, respectively.
