[postgis-devel] PostGIS release

Okay, that took me a long time to get to.  The long-xact patch is on,
and I've bumped the version.  New RC is here:
http://postgis.refractions.net/postgis-1.3.0RC4.tar.gz

It looks like the remaining failures are issues of byte ordering.  I'll
have to dig through other tests and see how this is handled.
