This would be trivial if make supported something like 'iflt' or
'ifgte', unfortunately all it supports is ifeq. So I can bust out the
regress tests and do a hamfisted fix that ifeqs GEOS_VERNUM for 22, 30
and 31, or... well, I'm not actually sure what the "or" :)
