Oh I totally agree with you; at RC stage you should be aiming for the
following goals:
- No new features
- Resolve any regression tests failures, making the minimum
required changes
- Resolve any crashers, making the minimum required changes
- Update documentation/error messages
And I'm fairly sure I put out an email saying a while back saying 1.3
branch should only be used for bugfixes. Reading back through the GBT
emails, I guess it's not particularly apparent which version I/we were
talking about. But for me there would have to have been a pretty good
reason to change those stored procedures just before a release.
It would have been nice to get the GBT#72 quick-fix into 1.3.4 since the
cost was only a couple of elog()s in the C code to resolve something
that could confuse new users, plus it's the type of change I feel
doesn't need another RC. And yeah, I did feel a little upset that I had
no input into the decision.

I think this is part of the problem; currently we don't have an
"official" core team, development guidelines, or an official procedure
for release. I've tried bringing this up on the list a couple of times
recently, but no-one has been interested enough to reply :(
