[postgis-devel] Google Bug Tracker redirection

Paul/Regina/Kevin,

Given that we've just had someone report a bug via the GBT, I've just 
altered the GBT so that the issues tab now points to a temporary wiki 
page that contains the OSGeo PostGIS trac URL. Is this OK with everyone?
