[postgis-devel] -- WITH (strict)

In addition to CREATEFUNCTION There's a whole file of stuff we are
replacing (_IMMUTABLE_STRICT anyone?) that were required for one of
our old version support issues but aren't required any more. I am
happy to remove those if the will is there.
