 Yeah; the logic in 1.3 was definitely wrong - see
 http://trac.osgeo.org/postgis/ticket/89 for more details which is why I
 reworked that section of the code for 1.4.

 Given that changing this would cause changes in some reprojections that
 wouldn't be particularly easy to spot (we often get reports of people not
 even getting the grid files installed correctly), I don't think we should
 backpatch this to 1.3 :(
