FYI
Upgrading my auto tools helped me autogen geos, but I still can't
autogen Postgis, so have to copy my configure script from my OpenSUSE
box. Though I very well could be doing something wrong here, since I'm
highly unskilled in this area.

Yeah. The quick fix is to download the latest autotools from the GNU
website and compile them under MingW. The pre-packaged versions were so
old they contained quite a few bugs from memory.
