[postgis-devel] Function Sigs

Mark,

I'm okay with a new section, but I don't like the term Developer-only
because it sounds snooty and also suggests you should never use these.

How about we just call this section -

Trouble Shooting Functions

(and put a note that these should be considered if you are running into
issues but are not to be used in production.  I can also document the
specific use cases where these may be useful).

I'd like to see all of these functions moved to a Developer-only/unsupported
section - users really should not be using these functions in their own
applications, but it's useful to keep them around for troubleshooting.
