[postgis-devel] wktraster versioning

I changed the version number to 0.1.6SVN.

The rationale behind the numbers comes from the planification.

0 means we are still in a beta process,
1 means this will be the first beta
6 means this version will contain the six requirements first described
in specs
SVN means this is the trunk

So first beta release should be 0.1.6... in september.

Next version should be something like 0.2.4. Or 1.0.0 if we get out from
beta process.
