 Yeah, I think between the 3 of us we've roughly agreed on what needs to be
 done. Regina, we never actually took RECHECK out of 1.3 branch (and I
 don't think we should) so I would suggest putting the milestone back to
 1.4.1.

 Note we still haven't come to a concensus yet on how we should handle SQL-
 level upgrades. This is going to become more important as it seems we need
 this for 1.4.1 so we need to make a decision on this reasonably soon.
