[postgis-devel] updating version of wktraster

I checked out and built the wktraster/gdal-1.7dev (I think) and see  
that the wkt_version that is returned by the postgis_raster_lib_version 
() function is still 3949, is that the correct version since the  
postgis_raster_lib_build_date() returns the actual date it was built.  
The lib_version() seems to have not changed since June. Is that correct?
