[postgis-devel] ST_MakeEllipse

Actually the wiki is slightly out of date regarding CUnit tests
(unfortunately I don't have the time to fix it right now).  The process is
slightly simpler than what's documented in the wiki (no more headers for the
test files).

The README in the unit test directory has the most up-to-date description of
how to add tests.
