I don't have any good answer, but I think I have seen a similar behavior
that the error comes and goes no matter which geometry is added or
removed. I thought I wrote about it on the list but I can't find it now.
I don't think I ever did understood what was happening either.
Probably it was then I tried to understand more about what st_union does
with linestrings and found that it doesn't do anything what I thought it
would do. As I have understood it in the case of linestrings it is an
alias to st_collection.
But then it shouldn't complain about topology exception I guess so
something is different.
I think st_union on linestrings should do what st_linemerge does as Paul
discusses on the post below. Maybe 2.0 is the right time?
