[postgis-devel] configure emits "config.rpath: No such file or directory" in trunk

No, we can't use gettextize, because that's not how I gettextified the
thing to start with. I just did it by hand, for the loader directory
only. And as an added bonus since we're not using automake it would
screw up as many things as it helped.
