Comment:

 New macros POSTGIS_RASTER_DEBUG/POSTGIS_RASTER_DEBUGF and
 RASTER_DEBUG/RASTER_DEBUGF created, following the same principles than the
 PostGIS macros. They depend on the POSTGIS_DEBUG_LEVEL value too. In
 r6134.

 NOTE: There's an error, because the RASTER_DEBUG macros can't use the
 ereport function. I'll commit the fix in a while. Sorry!
