 Name suggestions for the new library from the dev list:

  * libcommon (lame)
  * libpg
  * libpgdb
  * (lib)pgcommon
  * (lib)postgres_common

 The postgresql client library is "libpq".

 I'm a likin' `libpgcommon`. Any +1's?

 Also, any comments on whether it should be a sibling of the `postgis/`
 directory or should it be moved inside `postgres/`?
