 Bborie,

 Okay this is very annoying.  That works fine, but if I process 3 files
 together I get the strange behavior.

 Can you download this zip file and see if you get the same behavior.

 This is the command I was using

 raster2pgsql -I -C -F -Y -s 26986 -t 200x200 bostonaerials2008\*.jpg  -l
 2,4 aerials.boston | psql -U postgres -d postgis20_sampler -h localhost -p
