 Do we want to support EMPTY TopoGeometry object ?

 There can't be an empty primitive so an empty complex would be one defined
 by no primitives.
 Hierarchical empties could be defined by any number of underlying empty
 complexes.

 Bored GIS researchers would have something to talk about during the
 holidays ( quoting Even Rouault ;)
