I've changed the GEOSisValidDetail interface of GEOS
to allow passing flags.

The interface was never released so shouldn't break anything.
Still, if you built postgis against the _development_
version of GEOS you might have troubles on first svn update
of either GEOS or PostGIS.

Updating both would be fine.
