 I still think we need a detailled document. Everybody is assuming (or not
 assuming) too many things here and the discussion is somewhat confuse.

 We need to know:

 -Briefly what does the GDAL driver needs and does
 -What are the planned strategies to answer the driver needs
 -A progressive, step by step, implementation plan

 All raster arrangements should be taken into account even if we plan to
 support them much later.
