Me too.  The only thing is how would you want it to appear?  Right now the
only dynamic chapter is
http://www.postgis.org/documentation/manual-svn/ch10.html

We could create another section in the
http://www.postgis.org/documentation/manual-svn/ch10.html#NewFunctions_2_0 
Or mix n all the raster stuff in with the others.  We would have to mark the
functions that were in the 0.1.6 as such so the What's New is not overblown.
Then 
We can also catalog changes between new and old such as the naming changes.

Of course none of this will show until the Documentation build (Hudson) is
fixed : http://trac.osgeo.org/postgis/ticket/719
