In my Linux (Ubuntu 9.10) box:

I'm getting -32768
And from SELECT St_Value(ST_AddBand(ST_MakeEmptyRaster(1000, 1000, 10,
10, 2, 2, 0, 0, -1), 1, '16BSI', 210000.46, NULL), 3, 3);
I'm getting -32768 too
Using last version from trunk (r6604).
