 I haven't removed the Dump function from the codebase yet, but it's in my
 list of removals and I noticed this one is using it. haven't checked
 others.  I'll fix this function and others if you haven't gotten to it by
 then as part of my removal process.

 This should be changed to use ST_Dump.
