 I think we still need to worry about the datum shift files though since
 even PostGIS relies on those.  Hopefully Mark C. will chime in on this.
 He was the one that put in logic in PostGIS for it to look in specific
 place and then fall back on default setting (or is it vice versa), can't
 remember.
