Comment(by dustymugs):

 It is possible (and likely if our experience with ST_AsGDALRaster w/
 various GDAL version is repeated) that the output you're getting is
 correct.  It isn't ideal and may force me to decide on what would be an
 appropriate test, if one consistent test is even possible.
