 Nah you don't want to go into the windows world -- no one does -- except
 for us though :)

 It's a very dark world with software license monsters lurking in every
 corner. strk will attest to that.  Seriously though it could be I'm
 compiling gdal wrong.

 Is there a switch to specify the proj to link to  like we have for postgis
 configure?  I thought maybe it was relying on the GDAL_DATA and PROJ_LIB
 paths and so forth at runtime, but I added those to my environment
 variables and still doesn't seem to make a difference. It's possible I
 have a typo somewhere though.
