 We do have to think about having it look for this somehow though like how
 postgis looks for it in a certain place.  Bborie, is that possible or is
 it too deep in GDAL code?

 when installing PostGIS via StackBuilder, I think it would be difficult to
 configure the script to put this in without possibly risking screwing up
 other peoples existing installs GDAL related stuff.
