Comment:

 I've decided not to bother fixing least_hh and greatest_hn and just do as
 Emily suggests -- get rid of the .0 and then convert the final to numeric.

 Fix at r7419

 Also put in cost rows estimate since by default it defaults to 1000 and it
 will never return more than 50 rows.
