 Oh, about the quiet issue, it's not really silent, but raises a NOTICE:
 NOTICE:  A feature referencing layer 1 of topology 2 still exists in
 t2.l1.g

 Should it be a WARNING instead ?
 Or, how about a plain ERROR ?
 I guess we should mimic the behavior of a proper foreign key constraint...
