 Do we actually need DocBook 4.5? We have 4.4 installed locally... this
 means we're fetching all of the core docbook dtds everytime... I can see
 about installing the 4.5 dtds too but if we don't actually need anything
 from 4.5 we can fix it real easy in 2 places in postgis.xml...
