 What purpose does out_db fulfill?  Since it is a simple boolean field
 (single TRUE or FALSE), what does it mean when out_db = TRUE?

 Does that mean every raster's bands are out-of-db?  One or more raster's
 bands are out-of-db?  Personally, I find this parameter non-specific and
 hence useless.  If this parameter was a boolean array, that'd make more
 sense as that'd provide the ability to indicate that the second band of
 every raster in the table is out-of-db.
